You're assuming that the disappearances are linked to Redd. There's no evidence in support of that conclusion. It is, in fact, contradicted by his previous patterns of behavior.

Every conclusion drawn from that assumption is unsound.

Perhaps causation is a far direction to leap, I will admit. However, he called for three numbers to be brought to him, after which three passengers were taken. I know little of his previous behaviors, myself, and have only current events to work from.

The data might simply point to a correlation; he made his statement and something or someone else kidnapped the trio of 'guests' that seem to have so many bothered. Regardless, people have still being taken. If it is Redd, then there is a chance that the rest of us can breathe easier for now. However, if it is not Redd, then there is a chance that more than those three will go missing, and the passengers should be prepared.

He's yelled numbers over the comms before. No passengers disappeared. The only unusual event connected with it was the sudden reappearance of the cook.

[As far as Kusanagi is concerned, Shockwave's free to try to organize the passengers to his mechanical heart's content. She tried that once and came to the conclusion that the raw material simply wasn't there.
